Yes DSO Park
That is a proto typt bumper, going to lower the bars on the top. Also same on the front bumper.
The shop making them will have them for sale once its worked out.

They are proto type right now, should be for sale soon. A company in El Campo Tx called Tough country will be making them. They are aluminum and will be powder coated once finished.
